RUDSET institute is an institutional framework to promote Rural Development. Its objective is to facilitate self-employment through developing self-confidence among the youth, build up capital in rural India through better utilisation of resources and transfer of appropriate technology.

Genesis:
SyndicateBank and Canara Bank, the two progressive banks took the initiative in mitigating the unemployment problem under the leadership of Padmabhushana Dr. D. Veerendra Heggade, a great visionary and a religious head of a famous pilgrim centre at Dharmasthala in Karnataka. The collective thinking gave concrete shape in providing an institutional framework in the form of RUDSETI in 1982 at Ujire, a small village in Dakshina Kannada district of Karnataka. RUDSETI has now established 27 units in India. Seven such units are in Karnataka viz; Ujire, Dharwad, Brahmavar, Chitradurga, Mysore, Bijapur and Bangalore.

Encouraged by the success of Ujire experiment, Ministry of Rural Development, Govt. of India has advised the banks to set up one such institute in all Districts by the Lead Banks of the respective districts. The GOI is providing a fund support of Rs. 1.00 crore for each institute for building infrastructure. The State Government has been providing required land for the institute at free of cost/at reasonable cost. 

There are totally 33 training institutes  in the state [ list of institutes is provided here below]

Philosophy of RUDSETI:
The entrepreneurization of rural youth has to take place by stimulating their psyche followed by bringing technology, training and credit within their reach, thereby developing self-confidence.

In the context of employment generation the three terms i.e. income generation, self-employment and entrepreneurship are often cited. In rural areas one has to work in all the three categories since they are interdependent.

Entrepreneurship development can take place in short duration intervention. It does not begin from ‘Zero’ level. Generally young people have gained some experience in life. This experience serves as a launching pad for accelerated learning. It is therefore possible to train young people in a short period of 1 to 4 weeks to enhance and enlarge behavioural dimensions such as increased awareness, understanding, knowledge, skill and formation of positive attitude.

The training can be effective if it is residential. Campus approach helps the participants to shape their attitude and personalities. The duration of learning is stretched beyond structured hours in this approach.

RUDSETI Approach in Developing Entrepreneurs:
  • A carefully designed selection process to identify and select only interested and potential youths taking into account their interest and aptitude.
  • Suitably designed programme schedules keeping in view the absorption level and future requirements of the candidate.
  • Use of experiential learning, group discussion, and field level experience and participation methods to impart training.
  • Use of market survey, interface with entrepreneurs and other techniques to acquaint trainee with field level situation.
  • Provision for technical training wherever needed.
  • Close and systematic follow-up and monitoring system after the training so as to provide post training counselling, support and liaison services.

Keeping in view the fact that most of the unemployed youths are from poor/middle class rural families, who are already burdened financially, entire training is provided free of cost including free boarding and lodging.

Training Programmes:

  • The Institute conducts programmes for the first generation entrepreneurs. These programmes are of short duration, ranging from 1 to 8 weeks under four broad categories viz;
    • Agricultural Entrepreneurship Development Programmes like - Dairy, poultry, sustainable agriculture, bee keeping etc.
    • Product EDP's like Dress designing, Aagarabathi making etc.
    • Process EDP's like servicing/ repairs of Electrical/Electronic Equipment, Pumpset Repairs, Photography etc.
    • General ED programmes for establishing and managing general business enterprises.
  • RUDSET Institutes conduct Entrepreneurship Awareness Programmes to sensitise the youth towards self-employment as an alternative career in collaboration with colleges, volunteer organisations, banks, etc.
  • Apart from training programmes for the first generation entrepreneurs, RUDSET Institutes are conducting skill up-gradation/growth training programmes for established entrepreneurs.
  • RUDSET Institutes also provides training to bank officials, in rural development activities to facilitate identification of potential rural entrepreneurs and credit appraisal. RUDSETI conducted 'Personality Development Programmes' for the elected representatives and Government officials to enhance the delivery mechanism of welfare schemes of the Government.
  • Village level workers of several voluntary organisations/commercial organisations working for rural development, social animators and Self-Help Group organisers were also trained by RUDSET Institutes to act as change agents.

Each unit of RUDSETI has a Local Advisory Committee (LAC) with representatives of sponsor organizations, Government Officials and eminent personalities.Presently,CEO,Z.P. is the Chairman of LAC. It periodically reviews and assists the progress of RUDSETI. An Officer on deputation, with experience in development banking sponsor banks manages each RUDSETI units.

Post Training Follow-up:
The cutting edge of RUDSETI training is the post training follow-up to sustain the motivation level and overcome teething problems of new entrepreneurs. It co-ordinates with other agencies influencing the setting up of self-employment ventures viz. Banks, Government Departments, etc. Banks have supported in a big way by financing the trainees to establish their ventures. Business counselling and project consultancy services are provided on an ongoing basis, besides networking for business development.
